General Position Summary:

Under guidance and direction of the Director of Human Resources, manages the human resources function for the Idaho Judiciary, including recruitment and retention of court employees, compensation, classification, benefits administration, workforce planning, fair employment practices, employment law compliance, and organizational development.

Major Duties and Responsibilities: (The examples provided do not cover all of the duties which the incumbent of this position may be required to perform.)

 

  • Manages the operational aspects of the human resources function for the Idaho Courts, including recruitment, selection, onboarding, leave administration, payroll, offboarding, compensation and classification;
  • Creates and implements rules, policies, procedures, and programs necessary to the effective operation of the Judicial Branch; communicates and gathers input from appropriate agencies and staff and reviews results; facilitates collaboration from all involved;
  • Ensures personnel policies are updated and compliant with law;
  • Counsels employees and applicants in rules, policies, procedures, and benefits;
  • Advises personnel, judges, and supervisors regarding the proper application of federal and state laws, rules, and policies to specific employee situations, as well as advises state and county employees on matters relating to "shared employees;”
  • Recommends compensation and pay policies for all employees;
  • Responds to employment inquiries, participates in recruitment of Judicial Branch positions, and assists with employee selection;
  • Ensures Judicial Branch is in compliance with Equal Employment Opportunity, affirmative action, and labor laws;
  • Advises the Human Resources Director on issues related to workforce planning, including succession planning; recommends systems and policies to achieve desired goals affecting all judicial employees; develops wellness plans and initiatives.
  • Administers and participates in legal issues related to employment, such as grievances, appeals, and lawsuits. Proactively works to reduce liability in this area.
  • Analyzes and recommends appropriate position classification and conducts salary surveys.
  • Conducts and coordinates human resource training and provides information regularly to judges and court employees.
  • Investigates personnel problems, reports findings, and makes recommendations.
  • Performs or supervises preparation and submittal of personnel, payroll, and benefits documents. Establishes and maintains employee records system.
  • Supervise human resource staff.
  • Attends meetings and training as required.

 

Minimum Qualifications:

The Idaho Courts reserve the right to consider an equivalent combination of education, training, and/or experience necessary to successfully perform the major responsibilities of the position.

Education and Experience:

  • Bachelor’s degree in Human Resources Management or a related field;
  • A minimum of seven years of progressively responsible experience in human resource management, including staff supervisory experience and organizational management experience, with at least five of supervisory experience;
  • HR certification such as PHR, SPHR, SHRM-CP or SHRM-SCP preferred;
  • Master’s degree preferred.

Knowledge, Skills, and Abilities:

  • Knowledge of the practices and principles of state government and court personnel administration;
  • Knowledge of position classification, job analysis, job evaluation methods, merit systems, workforce planning including succession planning, as well as wellness policies and efforts;
  • Ability to formulate and administer policies and procedures to govern all phases of personnel administration;
  • Ability to analyze human resource management problems and develop alternatives and recommendations;
  • Conduct sensitive interviews, conduct investigations, and respond to and resolve discrimination complaints;
  • Ability to develop an employment marketing program and recruitment documents, job descriptions, and affirmative action plans;
  • Ability to review and apply ADA regulations to determine eligibility and compliance;
  • Ability to communicate effectively, verbally and in writing; ability to establish effective working relationships with employees, other agencies, and the public; ability to work effectively under pressure;
  • Ability to gather and analyze statistical data and develop reports based on the information;
  • Ability to maintain confidentiality.
