General Position Summary:

The Human Resources specialist provides complex, specialized human resources services for the Idaho Supreme Court in a variety of areas including benefits and payroll administration, the Family Medical Leave Act, and Worker’s Compensation. In addition, the position acts as the Human Resources Information System (HRIS) Administrator. This position works independently under the general supervision of the Director of Human Resources.

Major Duties and Responsibilities: (The examples provided do not cover all of the duties which the incumbent of this position may be required to perform.)

 

  • Consults with and advises justices, judges, management, and employees on various complex human resource issues;
  • Administers the monthly payroll for justices, judges, employees, and recalled judges;
  • Creates and monitors personnel actions for compliance with state and federal law;
  • Researches payroll and benefits issues for employees;
  • Tracks leave balances and prepares reports for justices, judges, employees, and management;
  • Responds to inquiries regarding Family Medical Leave Act issues, and prepares, monitors, and maintains required documentation;
  • Interprets and explains human resources rules, regulations, policies and procedures;
  • Administers onboarding and offboarding of judges and employees;
  • Advises justices, judges, and employees on benefits availability and eligibility requirements;
  • Ensures compliance with I-9 requirements;
  • Acts as HRIS Administrator, implements new HR systems and maintains current systems, works closely with HRIS vendors to ensure the integrity of employee data;
  • Creates and maintains a variety of complex human resources reports and correspondence;
  • Processes all documentation and responds to inquiries related to Workers Compensation;
  • Prepares salary projections for justices, judges, and employees contemplating retirement;
  • Trains judges, managers, and staff on human resource system changes;
  • Conducts the benefits portion of new judge orientation as well as new employee orientation;
  • Reviews and audits HR documents and files to ensure compliance with employment rules, regulations, and laws;
  • Conducts research on special projects, analyzes data, summarizes findings, and prepares reports or policy recommendations to management.

 

Minimum Qualifications:

The Judicial Branch reserves the right to consider an equivalent combination of education, training, and/or experience necessary to successfully perform the major responsibilities of the position.

Education and Experience:

  • Bachelor’s degree in Human Resource Management or a related field;
  • Five years of experience working in human resources, payroll, or a related field;
  • Experience with human resource information systems preferred;
  • Public sector experience

Knowledge, Skills, and Abilities:

  • Knowledge of federal and state employment laws and regulations;
  • Knowledge of human resources practices and procedures;
  • Knowledge of payroll practices and procedures;
  • Knowledge of the Family and Medical Leave Act and Worker’s Compensation;
  • Knowledge of employee benefits programs;
  • Knowledge of human resource information systems as well as MS Office suite;
  • Knowledge of state government preferred;
  • Skill in presenting facts and recommendations verbally and in writing;
  • Skill in working cooperatively with others;
  • Skill in accurately processing a large amount of time sensitive information;
  • Ability to develop, apply, and interpret human resource policies and procedures;
  • Ability to gather and analyze data;
  • Ability to analyze human resource issues and develop alternatives and recommendations;
  • Ability to communicate effectively verbally and in writing;
  • Ability to work with independence;
  • Ability to maintain calm and use reason to manage difficult or emotional situations;
  • Ability to establish effective working relationships with staff and management, other agencies, and the public;
  • Ability to maintain confidentiality
