Job Description
To advise supervisors and employees on personnel policies, procedures, and benefits; maintain personnel records systems; prepare or review personnel actions; perform related work.
The Personnel Technician for Payroll Processing will provide general customer service response on behalf of the HR department related to payroll and time entry, new hire paperwork, benefits, general EPAF guidance, and make referrals to other HR team members as appropriate such as but not limited to Employee Relations, Compensation, HR Data, FMLA, Recruitment, and HR policy/procedure. Additionally, this role serves as the primary point of contact for timekeeping and payroll related inquiries and oversees general timesheet submission, approval, and accuracy.
Key Responsibilities
- Provide general customer service response on behalf of the HR department related to payroll and time entry, new hire paperwork, benefits, general EPAF guidance, and make referrals to other HR team members as appropriate such as but not limited to Employee Relations, Compensation, HR Data, FMLA, Recruitment, and HR policy/procedure.
- Provide customer service, guidance, and training for timekeeping and payroll; monitor and respond to payroll email inbox and provide front line support on specific payroll questions.
- Oversee general timesheet submission, approval, and accuracy; post and track manual payments during payroll including but not limited to one-time payment authorization forms, electronic docusign timecards, etc.
- Review benefited employee personnel actions for accuracy; calculate and process retroactive payments; process end of employment payments such as vacation payouts; terminate deductions, insurance refunds, etc.
- Serve as a secondary reviewer and processor for temporary faculty contracts; review, process, and audit PARTS forms, PARTS stipend forms, and AmeriCorps stipends as needed.
- Process all non-health payroll deductions such as but not limited to campus rec, Chartwells, united way, retirement contributions, W4s, etc.
- Process and notify employees of new or adjusted garnishments; manage and track the processing of employee garnishments and levies.
- Create new T-Orgs.
- Maintain resources on payroll webpage; create calendars, payment schedules, and other resources under the direction of the Assistant Director for Payroll and Benefits.
- Oversee and follow up on outstanding payroll checks.
- This position serves as a back up for payroll processing and provides support to other personnel in the HR/Payroll office.
Minimum Qualifications
Some knowledge of:
- Computerized record systems.
Experience:
- Providing technical assistance with the processes regarding the application of personnel policies and procedures.
- Reviewing documents for accuracy, completeness, and compliance.
- Compiling data and information for reports; composing letters and memorandum.
- Performing arithmetic calculations involving fractions, decimals, and percentages.
- Explaining policies and procedures.
