The Human Resources Business Partner (HRBP) Senior Manager is a primary resource to ensure alignment between human resource strategy and business strategy. The role provides vision, direction and leadership to the HRBP team in support of business units, business leaders and organizational functions to provide HR expertise and consulting to achieve current and future business objectives. The function drives and influences key workforce planning initiatives with the business and provides advice or counsel and executes key people and restructuring initiatives. Manages city employee relations, ensuring the city is compliant with federal, state and city employment related laws and regulations. The HRBP Senior Manager builds and maintains effective working relationships with managers and employees to provide advice on a variety of HR and business-related issues on both strategic and tactical levels. This position works under administrative direction.
This position is designated as At-Will.

Essential Functions

 

  • Supervises the work of professional, management, technical and/or other employees of a clearly delineated division or exercises independent authority over a critical function with citywide impact directly or through subordinate supervisors to ensure adequate resources are available for staff to perform their duties; ensures that assigned operations and activities comply with organization goals and objectives; and directs actions and results of major processes and programs and maintains controlling budget authority. 
  • Provides strategic and operational leadership in the creation, plan and administration of the city’s corrective action program. Provides advice and counsel to the organization on employee issues as they relate to compliance with laws, regulations and policies. 
  • Leads team that advises and counsels city departments on the requirements of Title I and Title II of the American with Disabilities Act (ADA). Conducts interactive processes with employees and citizens to determine ADA compliance and reasonable accommodations. 
  • Maintains knowledge of legal requirements related to the day-to-day management of employees, reducing legal risks and ensuring regulatory compliance. Ensures that the performance management standards set by the organization are followed and administered with fidelity. 
  • Provides vision, direction and leadership to the HRBP team in support of business units, business leaders and organizational functions to provide HR expertise and consulting to achieve current and future business objectives. 
  • Participates in operational meetings, business reviews and team building. Supports organizational initiatives in partnership with senior leaders. Works with city leadership and other teams to develop and implement solutions, programs and/or policies.

Requirements

Required Knowledge, Experience, And Training
Bachelor’s degree in human resources, business management, public administration or a related discipline with fifteen years of progressive experience managing multiple aspects of human resources, or an equivalent combination of education and/or experience.

Knowledge of: 

  • local, state and federal labor and employment laws, including Title I of the ADA, Title VI and Title VII of the Civil Rights Act of 1964, Age Discrimination in Employment Act (ADEA), Family and Medical Leave Act (FMLA), Uniformed Services Employment and Reemployment Rights Act (USERRA) and the Fair Labor Standards Act (FLSA)
  • consulting methodology with internal clients
  • human resource administration and employee relations
  • conflict management techniques and issue resolution; and computer usage including related software.

    Individuals must be capable of operating vehicles safely and have an acceptable driving record.

    Preferred Knowledge, Experience, And Training
    Master’s degree with an emphasis on human resources, business management or a related field.

    10 years of increasingly responsible HR experience with the full range of responsibilities in an organization equal to or larger than the City of Boise.

    Senior Professional in Human Resources (SPHR) or SHRM Senior Certified Professional (SCP) Certification.

    Licensing And Other Requirements

        Valid state-issued driver's license.
