POSITION GENERAL SUMMARY

This position will oversee, administer, and provide consultation on federal and state employment laws governing leave and job-protected absences including the Family and Medical Leave Act (FMLA), the Americans with Disabilities Act (ADA), Uniformed Services Employment and Reemployment Rights Act (USERRA), Pregnant Workers Fairness Act (PWFA) and other County provided leave programs. Serves as a case manager for complex leave and accommodation matters and coordinates short- and long-term disability processes with third party administers.  

DISTINGUISHING FEATURES OF THE CLASS:
This position works under minimal supervision and carries out work assignments in accordance with policies, federal or state laws, previous training or accepted human resource best practices.  The incumbent is given latitude to exercise discretion and independent judgement to accomplish work.

 

Essential Functions

  • Serve as a subject matter expert and advisor on County leave programs and applicable federal and state laws, including but not limited to: FMLA, ADA, USERRA, PWFA;
  • Coordinate and administer the FMLA process, including eligibility determination, issuance of required notices, requests for medical certification, designation of qualifying leave, tracking intermittent and reduced schedule leave, and ensuring compliance with all statutory timelines;
  • Administer County leave programs, including military leave, parental leave, bereavement leave, leave donation programs, and other applicable leave types;
  • Serve as case manager for leave and accommodation matters to ensure timely, consistent, and legally compliant documentation and communication;
  • Facilitate the ADA interactive process in collaboration with management and employees to assess and implement reasonable accommodations;
  • Research and recommend updates to leave management guidelines, policies, procedures, and standards to ensure compliance with federal, state, and local regulations;
  • Coordinate Short-Term Disability (STD) and Long-Term Disability (LTD) claims with third-party administrators; monitor claim status and ensure proper integration with statutory and County leave programs;
  • Provide guidance to supervisors regarding workforce planning considerations related to extended leaves and workplace accommodations;
  • Oversee the return-to-work process for employees on leave due to non-work-related injury or illness; maintain communication with employees and management to facilitate successful reintegration;
  • Advise managers and employees on the interaction of leave laws with paid time off, and short- and long-term disability benefits;
  • Develop and deliver training and informational sessions related to leave programs and compliance;
  • Collaborate with Payroll, Benefits, Risk Management, and Legal Counsel, as appropriate;
  • Maintain comprehensive case files and accurate records of leave and accommodation requests in accordance with legal requirements and best practices;
  • Process leave-related personnel actions in the HRIS to ensure accuracy and completeness;
  • Produce, analyze, and present leave-related metrics, reports, and analytics as requested;

ADDITIONAL FUNCTIONS:
  • Participates with HR team on projects, initiatives and goals;
  • Maintain current knowledge of applicable leave and accommodation laws, including FMLA, ADA, USERRA, PWFA, and relevant state and local regulations;
  • Evaluate, develop, and assist with implementation of leave programs, policies, procedures, systems, and processes;
  • Complete special projects and other assignments as directed;
  • Perform other duties as assigned.

Job Requirements

  • Bachelor’s degree in Human Resource Management, Business Administration, or a related field and three (3) years of progressively responsible experience in Human Resources; OR a Master’s degree and two (2) years of experience;
  • Three (3) to five (5) years of progressively responsible human resources experience, with significant experience in leave administration and employment law compliance preferred;
  • Professional in Human Resources (PHR) or SHRM Certified Professional (SHRM-CP) preferred;
  • Extensive knowledge of FMLA, ADA, USERRA, PWFA, and other applicable federal, state, and local leave laws and protections;
  • Experience researching and resolving complex leave and accommodation matters; interpreting and applying federal and state regulations;
  • Knowledge of human resources principles, case management practices, and employee relations best practices;
  • Proficiency in Microsoft Office applications (Word, Excel, PowerPoint, Outlook, Publisher) and virtual meeting platforms (Zoom, Teams, WebEx); experience with HRIS systems, Oracle preferred;
  • Ability to interpret complex laws, regulations, policies and procedures to advise on and apply to practical workplace situations; 
  • Ability to work under own initiative, exercise independent judgment, maintain confidentiality, and make sound decisions;
  • Strong analytical, organizational, and problem-solving skills with the ability to manage multiple projects simultaneously;
  • Ability to compile and analyze data; prepare reports, correspondence, and create and deliver presentations;
  • Ability to communicate effectively, both verbally and in writing, including in potentially stressful or sensitive situations;
  • Ability to establish and maintain effective working relationships with employees, supervisors, and other stakeholders;
  • Ability to work as a member of a team to accomplish division and department goals;
  • Ability to maintain confidentiality of human resource issues and records.

OTHER REQUIREMENTS:
  • Must possess and maintain a valid driver’s license.
  • HR staff are responsible for furnishing their own transportation when conducting County business, as necessary.

 

Work Environment & Physical Demands

  • Work is performed primarily in an office environment with frequent interaction with employees and management;
  • The position is subject to typical indoor environmental conditions;
  • This position requires sustained periods using a keyboard and performing other computer work; 
  • This position may require long periods of sitting or standing;
  • This position may travel throughout the county and conduct audits of jobs that require fieldwork.
  • May occasionally lift or move items weighing up to 20 pounds;
  • Requires sufficient mobility and physical capability to perform essential office functions and related duties.
